Title: Law on younger disabled living with seniors

Looking for a law that states disabled under the age of 55 can live in a senior housing project.
State departments of social services and public health are responsible for licensing of these facilities, but each has different parameters and restrictions. Some licensing disallows younger disabled to live with seniors because "it may disrupt the environment". In actuality is there a law stating that younger disabled can or cannot live in housing or other facilities for seniors?
